OPAC suggestions: Put a hold on item when suggestion is received RFC

RFC: OPAC suggestion : Put a hold on Item when suggestion is received

General idea would be to allow logged-in patrons to say that they want the suggestion they are making, if accepted, to be put on hold for them once the item gets to the library.

Logged-in users on page opac-suggestions.pl?op=add would see an extra tickbox saying "I want this document to be put on hold for me once it arrives at the library"

The hold is cancelled if:

• suggestion is rejected
• suggestion is deleted
• order is deleted
• item is deleted

The implementation of this feature would be in a system preference. If at OFF, tickbox on opac-suggestions.pl won't show up.
