Review of coding guidelines
- PERL27: Return values consistency. If a method returns a list, and there are no items, it should return [] (empty list). If it is a scalar, undef. (from last meeting agenda)
- Reinforce good commit messages guideline https://wiki.koha-community.org/wiki/Commit_messages#Examples

It seems that QA team is permissive about the commit messages, for instance most of the commit title is a c/p of the bug report. However the guideline states that the bug report must describe the bug whereas the commit title must describe what the patch does. Should we reinforce it? (from last meeting agenda)
